These business owners are fully accountable for the safety, efficacy, and quality of their products. Post-market inspections are conducted by state agencies once the products are in circulation to ensure compliance with regulations.
1. Definition of Cosmetics?
Cosmetics are substances or preparations applied to the external parts of the human body (skin, hair, nails, lips, and external genital organs) or the teeth and oral mucosa. Their primary purposes include cleansing, perfuming, altering appearance, improving form, regulating body odor, protecting the body, or maintaining its condition. Below are the conditions and types of cosmetics that require mandatory announcement before distribution.
2. Conditions for Application:
To announce the circulation of cosmetic products in Vietnam, the following conditions must be met:Organizations or individuals introducing the product into the market must be authorized to conduct cosmetic business in Vietnam.
The product’s functions and intended uses must comply with the ASEAN guidelines for cosmetic product claims.
3. Types of Cosmetics Requiring Announcement:
The following categories of cosmetic products must undergo mandatory circulation announcements:
- Creams, emulsions, lotions, gels, and oils for skin (hands, face, feet).
- Face masks (excluding chemical peeling products).
- Tinted products (liquid, paste, or powder).
- Makeup powders, after-shower powders, and toilet powders.
- Bath soaps and deodorant soaps.
- Perfumes and eau de toilette.
- Bath or shower products (salts, foams, oils, gels).
- Hair removal products.
- Deodorants and antiperspirants.
- Shaving products (creams, foams, lotions).
- Makeup and makeup remover products for the face and eyes.
- Lip care and decorative products.
- Oral and dental care products.
- Nail care and decorative products.
- Cleansing products for external use.
- Sunscreen products.
- Self-tanning products.
- Skin-whitening products.
- Anti-wrinkle products.

- Products Not Classified as Cosmetics
Certain products fall outside the scope of cosmetics and do not require circulation announcements. These include:
- Anti-mosquito products, air fresheners, fabric softeners, bleach, and toilet cleaners.
- Antiseptic alcohol (70% or 90%).
- Denture cleaning products not exposed to the oral cavity.
- Fake eyelashes and eye/nose/ear care liquids.
- Nasal decongestants and anti-snoring products.
- Vaginal lubrication gels, ultrasound gels, and other products in contact with genital areas.
- Products for anesthesia, reducing swelling or edema, and treating dermatitis, allergies, fungal infections, or viral conditions.
- Products for stimulating hair/eyelash growth, reducing fat or body size, and weight loss.
- Anti-hair growth and sweat-stopping products.
- Permanent tattoo inks and keloid scar removal products.
- Wound cleaning solutions.
By adhering to these regulations, businesses ensure that only safe, effective, and high-quality products reach consumers while maintaining compliance with state guidelines.
